How do police reports work and at what incidents will a police report be used against an offender?

Such as if a guy were to hurt someone in one city and had a police report put against them, but with no court trial; and then months later got into a fight in a different city and was taken in for a few hours due to a citizen arrest and has to later appear at court at that city. How would this effect the offender, even if he were defending himself in the fight? Will the police report from months ago be brought up to be used against him for that trial?
